An environmental assessment was prepared under the NSW Environmental Planning and Assessment Act 1979 and submitted to the Department of Planning to assess the potential environmental, social and economic benefits and impacts of the project.
The environmental assessment was placed on public exhibition and the public and government agencies were invited to make submissions.
Prior to construction, a construction environmental management plan was developed for the plant and the network. This plan detailed how the impacts of construction activities on residents, businesses and other stakeholders would be minimised. This plan was approved by the NSW Department of Planning.
The Minister for Planning was satisfied that the potential environmental impacts of the scheme have been adequately addressed and determined that the project should proceed.
